Fake UPDF ‘General’ Arrested for Defrauding Foreign Investors

 

Kampala — Security agencies have arrested a man posing as a UPDF officer under the alias “General Isa,” accused of defrauding foreign investors of billions of shillings.

The arrest was announced by Lt. Col. Chris Magezi, Military Assistant to the Chief of Defence Forces, who described the suspect as a “notorious conman” who will face prosecution in court.

Authorities say the man tricked multiple investors—mainly from China, India, and the UAE—by promising lucrative military contracts and land access through the army.

The Uganda Police 2024 Annual Crime Report recorded 13,220 cases of obtaining money by false pretences, an 18% rise from 2023. Many involved impersonators of government and security officials, with Kampala, Wakiso, and Mukono as hotspots. The UPDF has disassociated itself from the suspect and urged the public to report anyone falsely claiming military ties.
